CAI chair joins parliamentary conference on artificial intelligence in London

The chair of the Council of Europe committee on artificial intelligence engaged parliamentarians in London on how to align emerging technologies with human rights, democracy, and the rule of law.

On 15-16 December 2025, Mr. Mario Hernández Ramos, chair of the Committee on Artificial Intelligence, participated in the Parliamentary Conference on Artificial Intelligence held at the UK Parliament in London. The gathering brought together parliamentarians from Council of Europe member states along with other key stakeholders to explore current developments in artificial intelligence and to assess their impact on democracy, human rights, and the rule of law.

Mr. Hernández Ramos took part in a panel titled “AI and Human Rights: Ensuring Ethical Standards,” where he stressed the importance of the Council of Europe Framework Convention on Artificial Intelligence. In his intervention, he underlined how this convention can guide states in shaping governance of artificial intelligence and he pointed to the central role of parliaments and individual parliamentarians in driving its ratification and effective implementation.

The conference served as a forum to share best practices on regulating and overseeing artificial intelligence in line with democratic values. Participants worked to clarify how parliamentary institutions can define their responsibilities in artificial intelligence governance and to mobilise wider political and public support for the Council of Europe’s Framework Convention on Artificial Intelligence, with the aim of promoting an application of artificial intelligence that is grounded in human rights, the rule of law, and democracy.
