Saudi Arabia Positions Itself as Global Artificial Intelligence Hub

Saudi Arabia launches major initiatives to establish itself as a world leader in Artificial Intelligence, including the HUMAIN project and collaborative charters with Islamic nations.

Saudi Arabia has intensified its efforts to become a global center for Artificial Intelligence innovation, with Crown Prince Mohammed bin Salman launching the landmark HUMAIN initiative. This strategic move is part of the Kingdom´s broader goal to position itself at the forefront of Artificial Intelligence research, deployment, and commercial applications. The HUMAIN initiative is designed to accelerate the development and integration of Artificial Intelligence technologies across governmental, commercial, and societal sectors in Saudi Arabia.

In parallel with national efforts, the Kingdom is also driving regional cooperation in the field of Artificial Intelligence. In March 2025, Islamic nations collectively backed the Riyadh Charter for Artificial Intelligence during the 45th session of the Islamic World Educational, Scientific and Cultural Organization (ICESCO) Executive Council in Tunisia. The charter aims to foster collaboration among Muslim-majority countries on ethical guidelines, standards, and joint projects related to Artificial Intelligence, bolstering the region´s role in digital innovation.

These initiatives follow broader global trends, with the Middle East emerging as a significant player in the Artificial Intelligence landscape. Headlines from the sector include Abu Dhabi´s partnership with Microsoft and G42 to build the world´s first fully Artificial Intelligence-driven government, and widespread adoption of Artificial Intelligence for security, crowd management, and education. At the same time, debates are ongoing regarding the societal impacts of Artificial Intelligence, such as issues around data privacy, labor rights, ethical use, and challenges like gender bias perpetuated by Artificial Intelligence-powered tools. Saudi Arabia´s ambitious plans, regional charters, and international collaborations highlight its strategic intent to shape the future of Artificial Intelligence both regionally and worldwide.
