The Digital Europe Programme is a European Union funding initiative designed to strengthen Europe’s digital technology base across businesses, citizens and public administrations. It responds to the growing reliance on digital technologies in everyday life, scientific research and environmental problem solving, and to the strategic need to reduce dependence on non European systems. The COVID-19 pandemic underscored how critical it is for Europe to ensure the availability of its own digital infrastructure, while Russia’s war of aggression against Ukraine exposed vulnerabilities in digital supply chains and intensified the urgency of investing in cybersecurity and broader digital capacities.
The programme provides strategic funding in several core capacity areas: supercomputing, artificial intelligence, cybersecurity, advanced digital skills and the broad deployment of digital technologies across the economy and society. It supports industry, small and medium sized enterprises and public administrations in their digital transformation through a reinforced network of European Digital Innovation Hubs, which serve as regional support centers for adopting new tools and services. A new capacity area on semiconductors was introduced in September 2023, and under the Chips Act, Digital Europe funding was mobilised to address a semiconductor shortage by promoting capacity building through the Chips for Europe Initiative, reflecting concerns over supply chain resilience and technological sovereignty.
With an overall budget of over €8.1 billion, the programme aims to shape the digital transformation of Europe’s society and economy in line with the goals set out in the Communication – 2030 Digital Compass: The European way for the Digital Decade and the Policy Programme – Path to the Digital Decade. The Digital Europe Programme is part of the Multiannual Financial Framework 2021-2027 and is designed to work in concert with other European Union instruments, including Horizon Europe for research and innovation, the Connecting Europe Facility for digital infrastructure, the Recovery and Resilience Facility and structural funds. Together with these initiatives, it forms part of the Strategic Technologies for Europe Platform, which focuses on developing and manufacturing critical technologies to enhance industrial competitiveness and reinforce European sovereignty. Some projects receive the STEP Seal, a quality label that facilitates access to additional European Union funding, further amplifying the impact of Digital Europe investments.
