China Champions Shared Development and Global Governance in Artificial Intelligence

China calls for international cooperation to develop Artificial Intelligence responsibly, focusing on shared prosperity, openness, and equitable access.

At the opening ceremony of the Second Workshop on Artificial Intelligence Capacity Building at Tsinghua University, China´s Deputy Foreign Minister Ma Zhaoxu emphasized the nation´s commitment to advancing Artificial Intelligence for the benefit of all, addressing urgent global challenges of peace, development, security and governance. Highlighting China’s Global Artificial Intelligence Governance Initiative proposed by President Xi Jinping in 2023, Ma called for a people-centered approach that enhances well-being, drives economic and social progress, and promotes the ethical use of Artificial Intelligence technologies. The Initiative underscores the need for accurate oversight, improved regulations, and inclusive global management to ensure Artificial Intelligence remains a positive force under human control.

Ma outlined China’s ongoing efforts in technological innovation, regulatory frameworks, and capacity building, stressing the importance of making Artificial Intelligence an international public good accessible to all countries. He pointed to the example of DeepSeek, China’s innovative and open-source Artificial Intelligence model, as a new paradigm for technological advancement worldwide. The Deputy Foreign Minister advocated for collective innovation, fairness and universal benefit, rejecting the idea that Artificial Intelligence should only serve wealthy nations. Instead, he argued for a non-discriminatory environment that supports developing countries and small- and medium-sized enterprises, delivers low-threshold services, and enhances global accessibility to Artificial Intelligence.

Cooperation in governance was another key theme, with Ma urging countries to coordinate standards, share best practices, and address both the opportunities and risks associated with Artificial Intelligence. He announced China’s active role in implementing the United Nations Resolution on enhancing international cooperation in capacity building of Artificial Intelligence, in part by launching the Action Plan for Good and for All, proposing significant new initiatives, and co-founding the Group of Friends for International Cooperation on Artificial Intelligence Capacity Building with Zambia. The workshop, which gathered participants from nearly 40 countries and regional organizations, was presented as both a testament to China’s leadership and an opportunity for broad international collaboration, practical cooperation, and strengthened capacity building in the field of Artificial Intelligence.
